Abstract

The development of digital culture in future teachers is becoming an essential component of modern pedagogical activity. This concept extends beyond technical skills and encompasses ethical use of information, ensuring digital security, adherence to copyright regulations, development of critical thinking, application of didactic design, use of digital assessment tools, and effective communication within professional communities. This article analyzes the pedagogical foundations of developing digital culture based on competency-based, communicative, and activity-oriented approaches. Furthermore, the system of essential digital competencies for future teachers is structured in accordance with international educational frameworks. The study examines the alignment of global and national requirements through the analysis of UNESCO ICT-CFT, DigCompEdu, OECD Digital Education Outlook, and contemporary guidelines on generative artificial intelligence. The article also substantiates pedagogical conditions, innovative teaching methods, practice-oriented mechanisms, and assessment criteria that contribute to the development of digital culture in higher pedagogical education.
