This paper explores how Uzbekistan’s young generation can play a key role in transforming the housing and communal services (HCS) sector. While the government has introduced ambitious reforms in recent years, several obstacles—such as outdated infrastructure, low energy efficiency, and lack of skilled young professionals—continue to hinder progress. By analyzing the current state of the sector and referencing global examples, this study proposes concrete ways to improve youth engagement and innovation in HCS reform.
