This article analyzes the material and procedural aspects of the concept and significance of procedural forms at the pre-investigation stage of the criminal process. The requirements for procedural forms during the pre-investigation stage and the legal consequences of their non-compliance are theoretically and practically explained on the basis of national legislative documents. At the same time, the opinions and considerations of theoretical scientists in this field are analyzed.
